
Pakistan's Freelancing Boom — How IT Exports Are Crossing Billion and Reshaping the Economy
ISLAMABAD — Pakistan's IT and freelance exports are on track to reach $4.5 to $5 billion by the end of fiscal year 2026, with record monthly exports of $437 million in December 2025 alone. The first half of FY2026 saw IT exports reach $2.23 billion, a 19.5 per cent year-on-year increase, according to official data.
Pakistan is now ranked among the top five freelancing markets globally, with over 2.37 million freelancers. During the first nine months of FY2026, Pakistani freelancers in computer and IT services earned $856 million — an increase of $289 million compared to the same period last year.
Government Reforms
In April 2026, the State Bank of Pakistan introduced major reforms to facilitate IT exporters and freelancers:
- Simplified Procedures — IT companies and freelancers no longer required to submit 'Form R' for each individual export transaction, with a one-time declaration now sufficient
- Tax Incentives — 100 per cent tax exemption on IT export income available under Section 65F of the Income Tax Ordinance 2001, valid until June 2026
- Reduced Rates — Tax rates as low as 0.25 per cent for PSEB-registered freelancers receiving income through official banking channels
Infrastructure Development
Internet connectivity has expanded rapidly, with domestic connections surging from 1.9 million to 5.1 million by 2026. The 5G spectrum auction in 2026 generated $509 million, highlighting the telecom sector's bullish outlook. The government has also launched the National AI Policy 2025, providing a roadmap for AI adoption, skills development, and commercialisation.
Industry Trends
The freelance economy is projected to contribute over $5 billion annually to Pakistan's economy by 2026, up from $400 million in 2023. However, the landscape is evolving as platforms like Fiverr and Upwork experience slowdowns due to AI's impact on basic tasks. Freelancers are being pushed to adapt by focusing on strategy, problem-solving, and high-value services.
"The builder economy is the next phase," said a leading tech analyst. "Pakistani freelancers are moving from service work to creating products and companies."
Policy Support
The government continues to promote the IT sector through initiatives such as the National AI Policy 2025 and events like 'Indus AI Week' in February 2025, which drew international delegates. With a young and digitally savvy population, the sector is expected to further boost the country's tech exports and foster a 'builder economy'.
